Route tax affidavits to income recipients automatically

Problem statement:

Tax affidavits currently default to the property manager, even when the property manager doesn't handle the money. When owners receive rental income directly (based on bank account configuration), they still don't receive the corresponding tax affidavits automatically.

Current workaround:

Property managers must manually download CSV data and forward affidavit links to each individual owner.

Impact:

• Wastes time on manual administrative work that should be automated
• Creates unnecessary operational overhead for property managers
• Defeats the purpose of using a PMS system for automation

Proposed solution:

Tax affidavits should automatically be sent to whoever is configured to receive the rental income for each property (based on bank account setup or ownership configuration in Hospitable).
