Allow Secondary Users to Create Vrbo Listings

Problem Statement:

• Secondary users with Custom access and Properties permissions can create Booking.com listings but cannot create Vrbo listings
• Only the primary account owner can create Vrbo listings, even when secondary users have Properties access enabled
• This creates an inconsistent experience across OTA platforms

Current Workaround:

• The primary account owner must manually create all Vrbo listings
• Secondary users cannot create any OTA listings that require primary-only access

Impact:

• Creates bottlenecks when the primary user is unavailable
• Inconsistent permissions across different OTA platforms
• Additional administrative overhead for the primary user

Proposed Solution:

• Allow secondary users with appropriate permissions to create Vrbo listings, similar to how they can create Booking.com listings
• Extend the current permission structure to include Vrbo listing creation for secondary users
