Problem statement:
- When a notification rule is scoped to a team (e.g., Cleaning), all teammates with that role receive the notifications
- There's no way to exclude specific teammates from receiving those notifications while keeping them on the same team
- This forces hosts to either notify all teammates or change a teammate's role

- Assign backup cleaners to a different role (e.g., Maintenance) so they don't receive cleaning team notifications
- Manually assign cleaning tasks to backup cleaners when needed

- Backup cleaners may miss important context if they're on a different role

Proposed solution:
Add an option in notification rules to exclude specific teammates from receiving notifications, even if they're on the same team
Unlock:
- Hosts can keep backup cleaners on the same team for organizational purposes
- Only primary teammates receive automatic notifications
- Backup cleaners can still be assigned tasks manually when needed
